SUMMARY CONCLUSION
The ten horns not yet receiving a kingdom appears to be language of the elect body in tribulation. Prior to the separation, they were to serve the king of Babylon till the appointed time when all things written in the law would be fulfilled. Then comes judgment on Babylon and the redemption of the body.
