SUMMARY CONCLUSION
The Bible appears to be equating cleansing with atonement. Sin can only be forgiven when blood is shed. In the case of the elect, they are cleansed because Christ shed His blood for them. In the case of the wicked in judgment. God cleanses the land when he allows their blood to be shed by man because they have shed innocent blood.
